Business Engagement Analyst (Operation & Policy Analyst 3) role at Oregon Health Authority. As a Business Account Manager you will work on a collaborative team within Business Engagement Service that supports the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS) technology services. This position is a key navigator that connects various business partners, IT staff, and Department of Administrative Services (DAS) teams to drive a technology idea from intake, through fulfillment.
Our work centers on defining the objectives and requirements of a software request or new project idea that starts at the initial intake process then transitions to you, as the account manager, where you engage with the business partners to analyze the options and facilitate the best course to fulfill a technology solution that meets their needs. You will do this by facilitating conversations, gathering requirements, and documenting decisions with subject matter experts and external teams like contract analysts, software developers, enterprise architects, information security analysts, project solutions, and state oversight analysts. You will have a solid understanding of the rules governing technology implementation and state oversight policies for cost and risk thresholds. This role is the primary author of the documentation including, but not limited to, the IT investment form, governance brief for project prioritization, and cloud hosted risk review.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

This position involves frequent contact with executives, management, and staff both internal and external to the organization. It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy. The position may require periodic travel for meetings or trainings throughout the state. Employee may be required to use a state vehicle to conduct business; must have a valid driver's license and a good driving record or be able to provide an acceptable alternate method of transportation. At times, weekend and evening work will be necessary to meet customer demands and department deadlines. While performing the duties of this job, you will be in an open landscape environment and may be exposed to the sounds and activity of those working around you. These conditions may be in high traffic areas with moderate to loud noises and frequent interruptions. This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. Confidentiality of information must be maintained at all times. The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing.
